Yes. Since 1 April 2017 every business, charity and public-sector organisation in England can choose its water retailer. Scottish businesses have been able to switch since 2008. The wholesaler (Thames, Severn Trent, Anglian, etc.) still owns the pipes — only the retail billing layer changes, so service is identical.
Surface water drainage is the rainwater that runs off your roof, car park and yard into the public sewer. If your site drains to a soakaway, watercourse, private system or septic tank — none of that water enters the public sewer, so the charge is wrong. Refunds can be backdated up to 6 years and average £1,500–£25,000 per site.
The Limitation Act allows recovery of overpayments up to 6 years from the date of error. We've recovered single refunds over £180,000 for multi-site retailers and £5,000+ refunds for individual SME premises.
